The Legal Affairs Committee will host “EU Multi-Annual Financial Framework 2028 – 2034: What’s in it for Philanthropy” online on 7 May.
In 2025, European Commission President Ursula von der Leyen put forward the most ambitious Multi-annual Financial Framework (MFF) ever seen. What does it propose, and what is in it for civil society including philanthropy?
With USAID cuts and other public budget shifts going on, there are high expectations around the next EU budget as well as on philanthropy. For philanthropy, a key entry point in the negotiations for the next MFF is the recently announced, EU Civil Society Strategy. This commits the European Commission to facilitating dialogue with donors, and between donors and CSOs, in order to develop a holistic approach for civil society across the MFF. It also commits the Commission to explore the expansion of regranting schemes to third parties, beyond the CERV programme, which has proved vital for civil society organisations on the ground and underlines the key role of civil society in policymaking.
How can the MFF deliver meaningful support for civil society’s action in the different fields it needs to intervene? How can better co-ordination of donors and their exchanges with civil society take place? What role is there for transformative and strategic multi-stakeholder partnerships between donors and civil society? How can funding for advocacy continue to be supported? How can this be reflected in new and transformative grantmaking practice?
