The Legal Affairs Committee will host a webinar “EU Civil Society Strategy: What’s is in it for Philanthropy?” online on 25 February.

At a time when the space for civil society in Europe is under increasing pressure, the EU Civil Society Strategy comes at a critical juncture. Civil society continues to demonstrate resilience, creativity and innovation in responding to pressing societal challenges. At the same time, it faces growing constraints, including cuts to public funding, restrictive legal frameworks, regulatory uncertainty, rising polarisation and the spread of disinformation. Together, these trends risk eroding public trust in civic actors and undermining the legitimacy of their work.

This webinar will explore how the EU Strategy on Civil Society can more effectively support and protect civil society as a cornerstone of European democracy, with a particular focus on the role of philanthropic organisations.

The strategy aims to promote an enabling legal and regulatory environment for philanthropy as part of the wider civil society, while also putting forward several measures specifically relevant to philanthropic organisations. It recognises the growing role of philanthropy in supporting civil society organisations alongside EU funding. The discussion will examine how the European Commission intends to ensure that donors can operate within a legal and tax framework that facilitates (cross-border) giving, as outlined in the strategy. It will also consider how dialogue between philanthropy and the European Commission can be strengthened and further institutionalised.
