Based on the above and the data processed for FDSC’s (Fundația pentru Dezvoltarea Societății Civile) latest report at the beginning of 2024, there were 19,046 foundations registered in the National Register. This figure includes a significant number of inactive foundations. The quantitative data included for Romania are best estimations. The only way to assess how many are active/inactive is to identify whether or not the organisations have been submitting their annual financial statements (which is required by law for any registered entity). The estimated number of foundations who submitted financial statements for 2022 was 4,466 (based on public data published in 2023 on the Romanian National Data Portal), this figure was subsequently chosen as the most accurate figure to include for the number of foundations in Romania. In terms of figures for assets and expenditure, FDSC’s latest report published data on the sector as a whole. Acknowledging the limitations related to data processing, from additional processing completed for 2022, for the 4,466 foundations mentioned above, it is estimated that public-benefit foundations have fixed assets worth €2,849 million (14.179 bn RON) / current assets €643 million (3.2 bn RON) giving a total assets figure of €3,492 million and expenditure of €599 million (2.978 bn RON). These figures were initially collected from Romanian National Data Portal before being processed and analysed by Fundația pentru Dezvoltarea Societății Civile.
