According to the Law on Foundations and Endowments, these entities are by definition of public-benefit and can only be registered as such. Regulation surrounding the opening and closure of foundations is relatively lenient, and it is much easier to register and manage a foundation than other forms of non-profit organisations, such as an NGO/CSO. Therefore, it is common to see a change in figure in the number of foundations from year to year.
