Philea, King Baudouin Foundation and Transnational Giving Europe exchange on cross-border philanthropy with the High Level Working Party on Tax Questions

In the context of the Belgian Presidency, the King Baudouin Foundation (KBF), Philea and Transnational Giving Europe exchanged on cross-border philanthropy with the European Union High-Level Working Party on Tax Questions composed of 27 EU Member States.

The meeting saw the launch of the “Guide towards a Single Market for Philanthropy”, freely available for all donors, beneficiaries and policymakers in Europe. The guide, realised by KBF with Philea and the Lex Mundi network, provides an updated status of the Single Market for Philanthropy in the EU and important, detailed guidance on navigating the registration processes in the 27 Member States. It will help NPO’s and philanthropic organisations across Europe with cross-border giving situations.

KBF also announced that it will start the processes to become registered, or establish comparability, in every EU Member State. By going through the process itself, KBF will be able to share first hand experience with fellow NPOs, legal firms, philanthropists, and both EU and national policymakers. The event referred to the November 2023 Social Economy Council Recommendations, which suggests that Member States could facilitate tax effective cross-border philanthropy at the practical level.

Facilitating cross-border philanthropy is one of the key steps that Philea is calling for it its updated Manifesto.
