EU Cross-Border Associations initiative gets boost by JURI Committee

Earlier this month, the European Parliament’s Legal Affairs Committee (JURI) adopted the “Lagodinsky report” on European Cross-Border Associations. Following the JURI adoption, we expect the final plenary vote to take place in March, so the trilogue negotiations can start with the onset of the new mandate, provided that the Hungarian Presidency decides to work on the file.

Philea welcomes the ECBA proposal and considers this an important step towards strengthening and protecting civil society organisations throughout the European Union. However, we call on the European Commission to adopt additional measures to create a Single Market for Philanthropy by creating a legal from for foundations and ensuring better implementation of the non-discrimination principle as announced in the Social Economy Council Recommendation.

Philea is also contributing to the European Commission consultation on the file, which runs until 8 April and are joining forces with a wider CSO coalition on the matter by submitting a joint response.

During Civil Society Week, Philea is co-organising a session on “the single market for public good” with representatives from the European Commission, European Parliament and the EESC.
